DALLAS (Diya TV) — President Donald Trump said Wednesday that every adult U.S. citizen would receive a $5,000 payment if Republicans retain control of the House and Senate in the November midterm elections.
Trump announced what he called the “Trump dividend” during the Republican Party’s first midterm convention in Dallas.
“If the Republicans win, you win with us and you get $5,000,” Trump said. He said the money would have to be spent in the United States but did not provide details on how that requirement would be enforced or how the payments would be funded.
About 240 million adult U.S. citizens could qualify under Trump’s description of the proposal, putting the estimated cost at roughly $1.2 trillion, according to Reuters.
Vice President JD Vance later said the payments might exclude wealthy Americans and suggested tariff revenue could help fund the program. Trump did not announce an income limit during his speech.
The Congressional Budget Office estimates the federal government has collected about $167 billion in tariff revenue during the current fiscal year, well below the estimated cost of the payments.
Any federal payment program would require congressional authorization because Congress controls federal spending. Trump did not announce legislation or provide a timetable for the proposal.
Trump proposed a similar $2,000 tariff-funded dividend in 2025, but no such payments were authorized.
The Nov. 3 midterm elections will determine control of the House and Senate. Republicans currently hold majorities in both chambers.
