WASHINGTON (Diya TV) — Secretary of State Marco Rubio on Monday highlighted the growing economic and strategic importance of the Quad alliance, saying the four member nations represent nearly one-third of the world’s gross domestic product and share strong democratic values.
Speaking alongside Indian External Affairs Minister S. Jaishankar, Australian Foreign Minister Penny Wong, and Japanese Foreign Minister Takeshi Motegi, Rubio announced several new Quad initiatives focused on maritime security, critical minerals, energy resilience, and port infrastructure across the Indo-Pacific region.
The Quad, which includes the United States, India, Australia, and Japan, has expanded its cooperation in recent years as the countries seek to strengthen regional security and economic ties in the Indo-Pacific. Rubio said the four countries want the Quad to move beyond discussions and deliver concrete results.
“On the stage today are represented countries that collectively are about a third of the world’s GDP, and almost 2 billion people,” Rubio said during the joint press statement.
He added that the countries are “strong, vibrant democracies” that share common values and economic interests. Rubio said the Quad partners agreed months ago to transform the grouping into a “partnership of action.” He said recent discussions among officials helped produce several major initiatives that the countries can now present to the world. The announcement reflects the Quad’s growing role in regional diplomacy and economic cooperation. The alliance has increasingly focused on practical projects tied to security, infrastructure, and supply chain resilience.
One of the biggest announcements centered on maritime security in the Indo-Pacific, where global trade routes remain critical to the world economy. Rubio announced the launch of the Indo-Pacific Maritime Surveillance Cooperation initiative. The program will combine the maritime surveillance capabilities of the four Quad countries to improve information sharing across the region.
He also announced the expansion of the Indo-Pacific Maritime Domain Awareness initiative. The initiative provides near-real-time commercial maritime data to countries throughout the Indo-Pacific. Rubio thanked India for agreeing to host the next Quad at Sea mission. The exercise brings together coast guard personnel from the four nations aboard a single vessel. He stressed the importance of protecting maritime routes, noting that about 60% of global maritime trade passes through the Indo-Pacific region.
“Maritime security is a vital national interest,” Rubio said, adding that disruptions in the region could affect countries worldwide.
The Quad nations also pledged to work together on infrastructure development in the Indo-Pacific. Rubio said the countries plan to cooperate with Fiji to improve port infrastructure. The effort aims to strengthen regional connectivity and support economic growth among Pacific island nations. Another major announcement concerned critical minerals, which are essential for advanced technology, clean energy, and manufacturing.
Rubio unveiled the Quad Critical Minerals Framework, which will guide joint investments and economic policies to strengthen supply chains for mining, processing, and recycling critical minerals. The initiative comes as countries worldwide seek to reduce supply chain vulnerabilities and secure access to key materials used in batteries, electronics, and renewable energy technologies.
Energy security also emerged as a major focus of the meeting. Rubio announced the Quad Initiative on Indo-Pacific Energy Security, which aims to improve regional energy resilience through cooperation in technology, policy development, and emergency response planning. He said the U.S. Department of Energy will host a fuel security forum later this year for Quad partners to expand discussions on energy cooperation.
The initiative will also support international market analysis and strengthen coordination during energy supply disruptions. Rubio described the Quad as a cornerstone of U.S. global strategy and said Washington remains deeply committed to the partnership.
“We are beginning to show real achievements and real accomplishments,” Rubio said.
