RIO DE JANEIRO. (Diya TV) — Leaders from the BRICS nations on Sunday strongly condemned the recent terrorist attack in Jammu and Kashmir. The deadly assault took place on April 22 in Pahalgam and left 26 people dead. The joint declaration came during the BRICS Summit held in Rio de Janeiro, Brazil.
The leaders called the attack “criminal and unjustifiable” and reaffirmed their commitment to a zero-tolerance policy on terrorism. They urged the global community to act together and eliminate terrorism in all its forms.
During the summit’s Peace and Security session, Indian Prime Minister Narendra Modi raised the issue of the April attack. He thanked the BRICS member countries for their support and solidarity with India.
Modi described the terror strike as an attack on India’s soul and dignity. He said the violence was not only a blow to India but also to humanity as a whole. He called for decisive action against terrorism and said there should be no hesitation in placing sanctions on terrorists. Modi also reiterated India’s commitment to global peace through dialogue and diplomacy.
He invited BRICS leaders to India for the next summit under its Chairmanship in 2026. The BRICS declaration reflected a unified voice against terrorism. It clearly states that terrorism is criminal, regardless of its cause, origin, or who commits it. The declaration read, “We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured.”
It also rejected any attempt to associate terrorism with religion, nationality, or ethnicity. “Terrorism should not be linked to any religion, civilization, or ethnic group,” the statement said. The BRICS leaders demanded that all those involved in terrorism, including their supporters, must face justice under national and international law.
A key concern raised by the BRICS leaders was the cross-border movement of terrorists. The statement warned against the financing of terrorism and the use of safe havens by terrorist groups.
“We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing, and safe havens,” the declaration said.
This part of the statement signals growing global frustration with states that provide shelter to terrorist groups. The declaration took a strong stance against the use of double standards in fighting terrorism. The leaders stressed the responsibility of states to prevent and respond to terror threats while respecting international law.
“We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism,” the document said. The leaders added that global efforts must align with the United Nations Charter, as well as human rights and humanitarian law.
The BRICS nations also called for the quick adoption of the Comprehensive Convention on International Terrorism (CCIT) at the United Nations. India has pushed this proposal for years to define terrorism clearly at the international level.
“We call for an expeditious finalization and adoption of the Comprehensive Convention on International Terrorism in the UN framework,” the declaration said. The leaders also welcomed the progress made by the BRICS Counter-Terrorism Working Group and its action plan. They called for stronger cooperation among member countries.
This strong message from BRICS signals a clear stand against terrorism. With five major economies—Brazil, Russia, India, China, and South Africa—joining forces, the call for global unity carries significant weight.
The Pahalgam attack has once again pushed the need for a global framework to fight terrorism. The BRICS declaration aims to bring countries together to reject terror in all its forms and hold those responsible accountable.
