NEW DELHI (Diya TV) — India warned Thursday that new U.S. legislation targeting buyers of Russian energy could affect bilateral ties and said it would protect its energy and economic interests.

The U.S. House passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on Wednesday by a 262-159 vote. The Senate approved the measure in August, sending the bill to President Donald Trump for his signature.

The bill would allow Trump to impose tariffs of up to 100% on goods from countries that knowingly buy Russian crude oil or natural gas. It also targets major importers of Russian energy and countries that facilitate sanctions evasion.

India’s government said it has raised concerns with U.S. officials about the legislation’s potential effect on bilateral relations and global energy markets. New Delhi said it remains committed to securing affordable and reliable energy for its 1.4 billion people.

India has become a major buyer of Russian crude since Russia’s 2022 invasion of Ukraine reshaped global energy trade. Indian officials have repeatedly said the country bases its oil purchases on energy security, affordability and market conditions.

Indian refiners have asked the government to seek exemptions or quotas if Washington imposes new tariffs, Reuters reported. Industry officials have warned that restrictions on Russian supplies could raise costs and reduce refining margins.

The legislation also expands sanctions on Russia’s energy and defense sectors, financial institutions, officials and vessels used to evade existing restrictions. It extends U.S. sanctions authorities related to Iran through 2031.

The tariffs would require presidential action after the bill becomes law. Trump has not yet signed the measure.
