SACRAMENTO, Calif. (Diya TV) — Covered California achieved a record enrollment of 1,979,504 individuals for 2025, the fourth year in a row that it has seen increased participation in the state’s health insurance marketplace.
Over 345,000 new members enrolled in Covered California, and over 1.6 million re-enrolled. Asian American consumers represented more than 24% of the total enrollees, including 72,620 Asian Indian participants. The growth indicates a consistent increase in health insurance enrollment from California’s Indian American population, with 13,000 new enrollments in 2025.
The record success during this open enrollment is the reward for the efforts California has made for years to get the most out of the Affordable Care Act,” said Gov. Gavin Newsom. “California’s uninsured rate has continued to decline as Covered California has simplified it for consumers to obtain quality coverage at an affordable price.
Since Covered California was established in 2014, the state’s uninsured rate decreased from 17.2% to 6.4%, the biggest decrease in the country in the period of the Affordable Care Act. Over 6.3 million Californians have been covered under the marketplace at some point.
However, uncertainty looms over the program’s future. The enhanced federal subsidies introduced under the American Rescue Plan in 2021, along with California’s cost-sharing reduction program, are set to expire at the end of 2025 unless extended by Congress and President Donald Trump.
Without an extension of the increased subsidies, loss of coverage could be substantial in California,” said Covered California Executive Director Jessica Altman. “Every corner and region of the state would be affected—from small business owners and gig workers to farm workers and people working multiple jobs.
Special enrollment continues open for residents in Los Angeles and Ventura counties impacted by recent wildfires, who can enroll until March 8.
