NEW DELHI (Diya TV) — India’s National Investigation Agency, or NIA, has filed a supplementary chargesheet against Pakistan-based terrorist Hafiz Saeed in connection with the deadly Pahalgam terror attack that killed 26 people in Jammu and Kashmir earlier this year. The agency announced the latest legal action on July 6 as it continued its investigation into what it described as a cross-border terror conspiracy.
The supplementary chargesheet, filed before the NIA Special Court in Jammu, names Saeed both as an individual accused and as the founder-chief of the banned Lashkar-e-Taiba (LeT). It also identifies him in his alleged leadership role within The Resistance Front (TRF), which investigators describe as a proxy outfit linked to LeT.
The latest filing expands the agency’s case against those it believes planned, supported and directed the April 22, 2025, attack in Pahalgam. Investigators said the probe remains active as they continue to examine Pakistan’s alleged role in sponsoring terrorism in India.
The NIA charged Saeed under several provisions of the Bharatiya Nyaya Sanhita, 2023, and the Unlawful Activities (Prevention) Act, 1967. In addition, the agency included charges related to waging war against India and criminal conspiracy. Officials said the alleged conspiracy originated across the border and involved multiple individuals and organizations.
Moreover, investigators said the supplementary chargesheet builds on the agency’s original 1,597-page filing. According to the NIA, the new document presents additional details about the alleged conspiracy, Saeed’s role, and evidence collected during the investigation. Officials said they relied on scientific examination, forensic analysis, and extensive ground verification while preparing the latest filing.
Earlier, on Dec. 15, 2025, the agency filed its original chargesheet in the case. That document named Pakistani terror handler Sajid Jatt, along with three terrorists who security forces later killed during Operation Mahadev in July 2025. It also included two people whom investigators arrested during the probe.
Furthermore, the NIA charged the banned LeT and TRF as legal entities. The agency alleged that both organizations played key roles in planning, facilitating, and carrying out the Pahalgam attack. Investigators believe the groups worked together as part of a broader terror network.
The attack took place on April 22, 2025, in the popular tourist destination of Pahalgam in Jammu and Kashmir. According to investigators, Pakistan-backed terrorists carried out religion-based targeted killings during the assault. The attack claimed the lives of 25 tourists and one local civilian. It became one of the deadliest terror incidents in the region in recent years and drew widespread condemnation across India.
Initially, authorities registered the case as FIR No. 25/2025 at the Pahalgam Police Station in Anantnag district. Soon afterward, the Jammu and Kashmir Police launched a preliminary investigation. However, the Ministry of Home Affairs later transferred the case to the NIA for a detailed national-level investigation.
Since then, the federal agency has continued to gather evidence and identify those it believes participated in the planning and execution of the attack. Investigators have examined digital records, forensic material, and witness statements. They have also carried out field verification to strengthen the case presented before the court.
