WASHINGTON (Diya TV) — A new report from the U.S. Government Accountability Office (GAO) warns that the Pentagon’s plan to deploy a new generation of missile warning satellites faces significant risks due to overly optimistic schedules, immature technology, and limited transparency around costs and requirements.

The report examines the work of the Space Development Agency (SDA), a Department of Defense organization responsible for building a large constellation of low-Earth orbit satellites designed to detect and track missile threats. The system, known as the Proliferated Warfighter Space Architecture (PWSA), is a core part of U.S. efforts to counter advanced missile threats, including hypersonic weapons.

GAO concluded that while SDA’s approach is intended to speed up satellite deployment, current planning practices increase the risk that key capabilities may be delayed or fail to meet military needs.

According to the report, SDA has repeatedly planned satellite launches around technologies that were not fully mature at the time of contract award. GAO found that this led to unplanned development work for contractors, resulting in schedule delays and increased technical risk.

SDA plans to launch satellites in two-year increments, known as tranches, with each tranche incorporating newer technologies. However, GAO warned that relying on immature technologies undermines the agency’s ability to meet those aggressive timelines.

GAO also found that SDA does not maintain a comprehensive schedule that shows how all parts of the satellite architecture fit together. Instead, each tranche is managed on its own timeline.

Without a master schedule, GAO said SDA lacks visibility into how delays in one tranche could affect overall system performance or delivery of missile warning capabilities.

The report noted concerns from military stakeholders who will ultimately rely on the system’s data. According to GAO, some users said they do not clearly understand how requirements are established or when specific capabilities will be delivered.

GAO warned that this lack of clarity increases the risk that the system may not meet operational needs, even if satellites are successfully launched.

GAO further reported that the Department of Defense does not have a reliable estimate of the total life-cycle cost of the missile warning satellite system. The agency found that SDA did not consistently require contractors to provide complete cost data, limiting the government’s ability to develop accurate long-term cost projections.

Without dependable cost estimates, GAO said decision-makers may struggle to plan future budgets or assess trade-offs between cost, schedule, and performance.

GAO issued six recommendations aimed at improving SDA’s program management, including calls for more realistic assessments of technology readiness, improved communication with military users, development of an integrated schedule, and stronger cost data collection practices.

The Department of Defense agreed with most of the recommendations and partially agreed with one, according to the report.

GAO emphasized that missile warning and tracking is considered a critical national defense mission, where delays or performance shortfalls could have serious consequences.
